All states serve an important purpose to the Union. Allowing votes to secede is an unnecessary, costly waste of time and resources, and should be avoided if at all possible. By addressing the individual state's concerns, the Federal Government, specifically the Executive branch, would avoid alienating people, promote bipartisanship, and keep the country together.
Further, if states are allowed to consider secession, the cost of border crossings, infrastructure rerouting, and trade agreements must also be considered. No state is self-sufficient, and therefore must have these agreements prepared in advance.
