Peg the salary of congressional representatives to the median level of income in the districts that they represent. If the median income in the district rises due to policies supported by or enacted by their representative then the following year their salary will rise with median income. If the median income declines due to policy measures enacted or supported by the representative then their salary will decline accordingly. Measures to prevent redistricting in order to skew median incomes upwards should by taken as well.
