Penalize all gun owners who do not purchase insurance against damage caused by their guns

Gun violence is a public health issue. With 15,000 deaths annually from gun violence, we need to make sure that the public does not bear the financial burden of actions taken by irresponsible and mentally disturbed people with guns.

We all have to purchase insurance to drive a car. In the same way, individuals who purchase guns should purchase insurance on any damage inflicted, intentionally or accidentally, through use of their guns.

In 2012, the Supreme Court ruled that the individual mandate to buy health insurance under the Patient Protection and Affordable Care Act is valid as a tax on uninsured individuals. Any gun owner who does not purchase sufficient insurance against damage caused by their guns should therefore be subject to a recurring financial PENALTY.
