Penalize and capture Edward Snowden. Charge him with treason.

We the People petition that Edward Snowden should be captured and given a trial on the basis that he has committed acts that endangered the safety of the American people, and treason (betraying one's country). Edward Snowden has risked the safety of millions of Americans, including the general public, government officials and law abiding citizens. The acts he committed should be brought to court immediately after the forced capture of him. We the people petition the immediate demand for his presence in the United States from the foreign government(s) that are protecting him.
