penalize employers who eliminate full-time employment to avoid offering healthcare to employees

Employers who eliminate full-time employment and instead use part-time employees in order to avoid offering healthcare to employees should be penalized.Employees should have an easy way to report employers that are engaging in this behavior. The purpose of this petition is two-fold:
1. Create legislation that penalizes employers for eliminating full-time employment opportunities in order to avoid the responsibility of offering healthcare insurance
2. Create an 800 number and web address as a universal way to report employers who violate this law, and advertise these as a Public Service Announcement
