penalize media organizations with heavy fines for publishing the names of protected and minor crime victims

In light of major media organizations, including CNN and Fox news, "accidentally" publishing the name of the Steubenville rape victim, laws must be in place to protect the victims of crimes, particularly minors.

We propose that for each instance of the publication of the victim's information, a $500,000 fine be levied against the media organization, with the funds going directly to whatever charitable organization(s) the victim chooses. In the instance of the victim being a minor or physically/mentally disabled, the fine would be doubled to $1,000,000.
