When the average American fails to do his/her job up to par they are often fired or receive some sort of reprimand. Members of Congress should be no different. If they fail to come together and do the job they were elected to do than they should be penalized. The deadlines are known well in advance, decisions should not be left down to the last minute. A penalty would act as an added incentive for the members of congress to make the decisions necessary in within the time allotted.
