Penalize TV stations that broadcast a TV signal that cannot be received over the air by all households in their area.

Broadcast television stations are licensed by the Federal Government to use our country's airwaves to broadcast their television signal to households. However, with the advent of digital television, many rural households lost access to these free television signals. Television stations, should be required to provide a broadcast signal at no cost to households within the area they are expected to service. If the television station cannot provide a signal that all people can freely access, the spectrum should be sold to another company that would use the airwaves for the intended purpose.
