We the undersigned believe that the USPTO has spent many years issuing software patents which are bad and overly broad. This has resulted in enormous damage to small business owners due of the actions of patent trolls.
Since current initiatives by the administration and the response to the recent software patent petition are more of the same, we believe that if we are going to continue to on this path we should least hold the agency which is responsible for most of the damage to account for the problems it has caused through not listening to the prevailing wisdom that software patents are a bad idea.
Any patent invalidated in court or by review of third parties should result in a fine payable to a fund which helps to offset the costs of patent litigation.
