Consumer spending represents 70% of the economy. Millions of Americans who lost their jobs during the downturn are have now run out of unemployment. Many of these millions have 401k's and now are in desperate need of getting access to these funds. Congress should pass a bill giving Americans one year penalty free access to this six trillion dollars. This could potentially put an additional trillion dollars or more into the economy without costing taxpayers a penny and would even result in a few hundred billion extra dollars of tax income.
