Current laws do not protect Americans from gun violence. Responsible gun ownership is to be respected. However, there is no right to unfettered ownership of guns with no legitimate use. All current legal gun owners whose weapons are not licensed under the new rules are to be compensated. Federal requirements are: (A)Pre-Screening Requirement (Checks against all relevant lists and psychological screening); (B) Articulated Purpose Requirement (Guns related to personal protection, sporting/hunting, and collectibles are permitted but weapons and ammunition limited to the articulated purpose; (C) Ongoing Requirements (Training, Annual Fees, Annual Proof of Safekeeping) (D) Criminal Violation (Possession w/o license–Mandatory 1 Year); Failure to maintain safekeeping–Loss of License 1 Year).
