People run, individual state emergency fundraisers. BEFORE A DISASTER HITS

After so many disasters have hit lately, we, as average Americans are scrambling to have fundraisers and benefits, after the fact, to raise money to help the victims. Rather than waiting until after, I want to have bi-annual fundraisers for each state, but backed by the government. This would mean that we are more prepared when disasters do strike, and we are not reacting, but being proactive. You never know when you as a person will be the "victim", so having that fund already there to help with recovery seems like a smart way to provide immediate help. Every day that a family doesn't have a home, or food and drink, or means to take a shower and go to work, that just puts our economy that much further behind.
