To the American people：
The Typhoon Utor, which hit the south-east coast of China on the August 14, has brought a humanitarian disaster to people in Shantou. The people in Shantou have pledged for disaster relief from the government of the People’s Republic of China. However, the government of the People’s Republic of China has yet to prove neither the determination nor the ability to deliver such a disaster relief. There are evidences suggesting that certain officials under the government of the People’s Republic of China may intend to cover up this disaster. As such, the people in China would like to appeal to the United States of America for the following aids:
1. Food and drinking water
2. Medicine
3. Reconstruction Fund
