Too many people in the United States, including police, die each year during traffic stops for fixit tickets. Therefore, states shall be encouraged to pass legislation preventing police from initiating traffic stops solely to issue tickets for automotive mechanical repair issues. Instead, when police note vehicles not in compliance with automotive codes, they shall notify their State's motor vehicle licensing agency. Said agency shall then issue a fixit ticket to the registered vehicle owner. Failure of a state to adopt this policy by January 1, 2018, shall subject the state to the loss of 25% of its federal highway funds.
