The people vote congress into office therefor it is the people who should vote on if congress receives a raise in pay.

The people of the United States of America are the ones who vote congress into power. This makes the American people the boss of congress. I purpose that the people are the ones who get to vote on if congress receives a pay raise. Not congress themselves.
