when Senate and congress wont agree to pass a bill or agree on a proposal or reform to Filibuster each other as long as a quarter of the senate or congress agree they can put forth a special nationwide vote where in which it is taken out of there hands since they show they can't handle the job and let the people of the nation vote on the matter to resolve the issue and vise versa the people can petition to have the special vote on the matter if they fill there interest are not be followed by the people they elected
effectively give power to the people to help create there own future
