The Administration and Congress should be required to have performed adequate impartial, non-partisan research prior to proposing legislation or issuing executive orders.
It is inappropriate to issue an executive order or propose legislation infringing on individual liberties without solid facts. Lawmakers and the Adminstration must be able to justify any changes to law based on undisputable facts particular to the issue.
It is inappropriate to issue an executive order or propose legislation until studies are concluded regarding: feasibility, efficacy, constitutionality.
