Permanent full employment for all Americans--with jobs that cannot be outsourced. Everyone who wants a job is hired.

1) Create 20 million jobs (more if needed to hire everyone) THAT CAN'T BE OUTSOURCED ($25,000 per year) with an open-ended bill; Cost...500 bil.
a) Puts everyone to work;
b) Infrastructure is in place to administer;
Divide the jobs and funding between existing local and state government employment agencies and federal agencies like the BLM, BIA, National Park Svc, IRS;
c)Jobs would fix everything from firewood for grandma to Infrastructure, bridges, roads, Mountain trails, Bike routes;
2) Pay for it with a 5 % national sales tax (5 % of 16 tril equals 800 bil. Use the other 300 bil (remainder) for materials, ss matching, and so on.
a) Employers collect the taxes and send a check to protected IRS accounts.
