Permanently destroy all non-violent juvenile criminal offense records upon age 21 if no offense committed after age 18.

Law abiding citizens are often held back from vast opportunity(including public/military service) because of non-violent offenses committed as juveniles. The sealing/expungement of non-violent juvenile records does not prohibit the Federal Government(such as FBI/NCIC) from reporting these instances, as it frequently does. The Federal Government has the responsibility of protecting our children as well as the public. Destroying lives over non-violent juvenile offenses is unacceptable and violates the constitutional right to pursue happiness. All non-violent records committed before the age of 18 should be permanently destroyed by age 21. Not even law enforcement(Federal or Local) should be able to hold this against our children. People change, and children make mistakes!
