Permit any State to peacefully succeed from the Union if the State pays an exit fee.

The exit fee should be equal to $100,000 per resident of that State. This is a fair and reasonable sum representing that State’s share of the national deficit. The succeeding State would also have to agree that whatever its residents paid into Social Security remains with the United States for its remaning citizens and it could never receive any foreign aid from the United States of America.
