Allow each state to create a State Militia comprised of citizen volunteers armed with their own firearms and trained by the State agencies designated by the Governor of that State.
The Governor of each State shall have the power to regulate and utilize this Militia in order to protect the best interests of the State and its citizens.
The State Militia cannot by utilized or mobilized by the Federal Government for ANY reason other than invasion of the United States mainland during a declared war with a foreign power.
