Last summer, Colorado farmers were told by the Governor that he did not have the legal authority to allow them access to an aquifer to water their crops. The severe drought resulted in unknown losses for the farmers and the state. In extreme cases of drought, farmers need to be able to access water to keep from losing crops. People don't need green lawns, we need affordable American produced food.
