Our government allows our American national flag NOT TO BE FLOWN daily at US Military activities in Spain. While raising the flag is a daily occurrence on most U.S. military installations around the world, military activities in Spain, like Naval Activity Rota, are only permitted to raise the American flag once a year to celebrate Independence Day. Any other flag raisings require special permission. If this is the result of our Status Of Forces Agreement then I would expect that no Spanish national flag should be able to be flown at any Spanish consulate, embassy, or activity in the United States or its territories without the express request by the Spanish government and the express approval by the State Department or a Congressional committee.
