Allow additional military personnel (other than military police) ranked E-8 and above with over 4 years of service to open carry military issued firearms on all CONUS U.S. military installations. The goal being to increase force protection by adding armed personnel thus significantly reducing response times to events such as the multiple shootings on Fort Hood, TX.
