Permit the use of personal electronic devices on commercial airline flights regardless of aircraft altitude.

Currently, personal electronic devices are not permitted for use on commercial aircraft below an altitude of 10,000 feet. However, this policy is routinely violated by flight crews and pilots riding in the cabin, as well as by many passengers. Because their use is obviously not a real threat to safety (i.e., electronic devices would not be permitted on board the aircraft at all given the high probability of their unseen use during takeoff and landing) and the restriction poses a serious inconvenience to the tax-paying traveling public, the restriction on the use of non-transmitting personal electronic devices below an altitude of 10,000 feet should be eliminated.
