Permit veterans to receive healthcare services from civilian providers paid by special congressional appropriations.

Created by D.M. on May 23, 2014

Allow veterans to receive healthcare from civilian providers. These services should be paid by special congressional appropriations. If Congress refuses to enact this legislation, the President should implement the program through executive order. This should be done until the back log is cleared up and all veterans are receiving healthcare services on a timely basis.
