Persons receiving government benefits should submit to random drug screenings, to insure utilization of benefits.

I propose legislation to curb the use of government benefits to purchase illegal substances. It should be required for anyone receiving government aid through welfare, social security, or even down to pale grants for college to be subject to a random drug test. I also propose a penalty to be brought against anyone thought to have used government benefits to purchase illegal substances of but not limited to denial of further benefits, repayment of said benefits, or jail time.
