Congressional process should be changed in the following ways:
1) All bills that are forwarded out of committee for consideration should be voted upon by the general body without exception. The vote could be to table, pass or fail but it should not be possible for bills marked up to fade away without consideration and a vote..
2) An abolition of anonymous senatorial holds. If it's important enough to block, the blocker should stand in the light of day to do it.
3) The requirement that a filibuster actually happen in the Senate. A Senator wanting to filibuster should be made to stand before the Senate and do so. Threatening to do so should not prevent movement of legislation.
