I formally petition the Government of The United States of America to ban as usury the lending of money by banks or other entities at rates of interest exceeding the effective tax rate paid by select Fortune 500 corporations. Here, "effective tax rate" means the total amount paid by a corporation to the US Federal Government for the fiscal year divided by the same corporation's pretax domestic profit for that fiscal year. Corporations shall be excluded from the calculation if they did not earn a net domestic profit (revenues minus expenditures, excluding taxes) for the fiscal year. This rate shall be calculated for every eligible corporation listed in the Fortune 500 and an average calculated. For the subsequent fiscal year, no US bank may lend money at an interest rate above this average.
