Federal disaster declaration policy unfairly and shortsightedly rewards states with densely populated and overbuilt urban areas. In the next 100 years sea levels are expected to rise significantly, causing more frequent and severe storm damage. Failing to address sea rise devalues human safety and rewards those who have greedily overbuilt at the expense of the environment.
Therefore we petition that disaster response and relief policy be restructured to place a premium on minimizing fututure damage to property and life. disaster declaration thresholds must be reworked so as not to penalize states or counties who have used conservation methods to minimize overbuilding. Rebuilding will be limited to reduce future danger and infrastructure repairs will be made to address sea level change
