The National Firearms Act of 1934 made fully automatic firearms heavily regulated in the US. Civilian sales require extensive background checks, signatures from the head local law enforcement official, registration with the ATF and a 200 dollar tax. The Hughes amendment makes the transfer of an automatic firearm manufactured after May 19 1986 illegal. There is no basis for this restriction. Since the NFA was passed only one registered machine gun has been used to commit a murder. Machine guns made and registered prior to May 19 1986 are still legal for civilian sale however the restriction has sent prices so high only the wealthiest of collectors can afford them. The Hughes amendment does nothing to prevent crime and only tramples on the rights of law abiding citizens & the 2nd Amendment.
