Citizens that are causing no harm to others and themselves with malicious intentions should be apprehended, but shouldn't be apprehended with lethal force, especially when they aren't resisting or trying to cause harm to the police officer. After all, firing a pistol is a last ditch attempt to catch a suspect or prevent them from causing harm to others or the officer. Willing and calm citizens do not deserve to be shot.
