Congress should meet in a gigantic zeppelin in the sky, so their setting more accurately reflects the fiendish, mad scientist insanity of their policy making process.
Also, I think this would raise attendance of Congress members, as airships are cool, and to my knowledge no members currently possess their own. In addition, a cool meeting place might raise voter interest.
