Ask all 50 governors to call for a vote from their legislatures and/or public on a petition to host a constitutional convention. The two primary purposes would be to introduce a constitutional amendment to term limit both Representatives and Senators and an amendment that requires Congress to pass a BALANCED budget or forfit half of their annual salary.
This removes the congressional deadlock and puts the power back in the hands of the states.
