Whereas the people of the United States require that Law Enforcement Officers and their agencies meet the highest standards of integrity, morals, and physical fitness,
Therefore be it resolved in Congress to amend the Tenth Amendment to include,
Any State or its municipalities or unincorporated entities that employs person as law enforcement officers be required to meet the Federal Standards of the hiring, training, promotion, and physical fitness of each law enforcement officer authorized to bear firearms.
