Allow all scientific and research based organizations to conduct research on marijuana without having to go through the burdensome process of getting FDA approval/Federal Agency approval.

-Offer grants to these groups to research all aspects of marijuana.
-Initiate a more aggressive marijuana researching approach by all Federal Agencies.
-Promote independent research on marijuana.
-Work on promoting marijuana as a health issue not a criminal issue.
