The Country the product was manufactured in, and if different the country it was packed in.
For example:
An American chicken farmer sends his chickens to China to be slaughtered and turned into chicken nuggets, and is then sent back to America in bulk to be packaged and sent to stores.
In this scenario the label should read.
Origin: America
Manufactured: China
Packaged: America
This would give the consumer the choice to buy American if they so choose.
