Petition to halt Congressional salary when the national budget is not passed by the annual deadline.

It is completely ludicrous that Congress members should continue to receive full salary when they fail to perform their jobs. Passing a national budget is arguably the most important function of Congress, and they should not be allowed to shirk their responsibilities without consequence. Under this new stipulation, pay to Congress members would be halted from the budget deadline until a budget passed, and this pay loss would NOT be reimbursed upon approval of a budget. This change would prevent Congress members from abusing their positions just to make a point about policies that they disagree with; it is incredibly detrimental to the American economy and our government workers when the threat of shutdown looms. Shutdown must not remain a viable option in the eyes of Congressmen.
