The present Social Security COLA is based on the cost of living index for the 3rd quarter covering the months of July, August and September. This is not a true assessment of the cost of living. It should be based on the whole year and not just on one quarter. Over the past 3 years gas prices have dropped during the 3rd quarter only to rise again at the end of the quarter. This makes it look like the cost of living index is level and therefore no COLA for Social Security. Make Congress base the COLA on the whole year so Social Security and Veterans pensioners get a fair cost of living adjustment.
