Succession Referendum for the State of West Virginia citizens to Hold a Vote to Succede from the United States of American and Create a new form of Government which shall be independent from the United States of America. Further if the Referrendum shall pass by a simple majority of the residents of the State of West Virginia, the Legislature shall consider entering into a new union with other States whom have succeeded from the United States.
