Congress is prohibited from closing the government for any reason, with penalties should it do so to include: Suspension of pay and benefits for members of Congress and no means for recovery of lost wages or benefits once the government is re-opened; suspension of taxpayers' obligation to pay income tax during government shutdown and no means to recover lost tax money once the government is reopened.
