The states the comprised the Confederate States of America have consistently been a thorn in the side of progress. They have also exhibited some of the most blatant racism in the history of the United States. I would argue that you cannot blame their inhabitants and I am aware that the majority are wonderful people. However, for the 78 years that the Three Fifths Compromise was in in effect, the African Americans of the South were hardly represented in their local governments, notwithstanding the fact that it was nigh impossible for African Americans to register to vote. Therefore, the Three Fifths Compromise should be reinstated for 78 years in order to properly reimburse the African American population there for their lack of representation.
