Petition to require all states to have container deposit legislation, to increase the recycling rate.

I propose that the Federal Government require all states to have a "bottle bill" with a minimum 5 cent deposit. Studies have shown that deposits greatly increase recycling rates, if you look at the statistics Michigan has near a 100% recycling rate for bottles and cans, this is because of two factors, ease of return and the highest deposit. Speaking to family members in other states most do not bother to return cans because they need to drive to seperate loctaions to return their cans and because the deposit does not warrant the hassle. Some may say the federal government should'nt get involved in states laws, well they already do just look to the "national minimum drinking age act" add the deposit requirement to thet act and every state will be required to have a deposit.
