The Environmental Assessment (EA) for the Dakota Access Pipeline (DAP) failed to assess cumulative impacts and connected actions as required in NEPA or address climate change in accordance with NEPA Guidelines. The EA noted only climate change impacts from the construction of the pipeline itself. Pipelines are connected actions to the continued use of oil, with cumulative impacts accelerating global warming.
We, the People petition the Army Corps of Engineers to reconsider their determination of adequacy of the EA for the DAP and require an Environmental Impact Statement that addresses connected actions and the cumulative impacts including the economic advantage that this pipeline has negatively affecting the transition to clean energy exacerbating global warming.
