Petition so that NO Government Aid is given to parents of families who have children with brain/mental birth defects

This is a fraudulent abuse of our Health Care system. Parents need to be responsible before they decide to have children. There is a great difference between a mentally defective person and a mentally disabled person. The mentally defective have been that way since birth where as the disabled person first had to have ability at some point in their lives. Often a person who was born defective receives up to 10 to 30 times the amount of Government welfare payment money that a person who for some mysterious reason became mentally disabled at some point in their adult life. Also some of those born defective are abusing the system that benefits those who were disabled! It is a drain on our democracy!
