The Philadelphia child welfare system (DHS) needs to be seriously REinvestigated and A MAJOR reform needs to happen!!!

I created this petition in order to bring change to our child welfare system in Philadelphia. I have first hand knowledge of how badly broken this system is and how, even after being audited and having their license downgraded, they are STILL doing the same things they've been cited for!! I have been dealing with DHS and these new umbrella agencies for almost 3 years. A drastic change is needed and it is WAY overdue. Their workers are not properly trained and to add fuel to the fire they are extremely overloaded with cases. Some of them having up to 30 or more cases at once!! This is why kids go back to their parents and end up dying because DHS was not paying enough attention. Just recently this happened and it was AFTER the audit came out publicly!
