Nearly 150 homeless people were died on the street in 2014's winter. The shelters for homeless people have a lot of problems now. So some homeless people would rather stay in cold instead of going to the shelters. We hope government can come up with a new policy to solve the problems of shelters. If they can solve the problems of the shelters and build more. There will be less homeless people died in this winter.
