Make it mandatory that any doctor must treat patients within their realm of expertise. They should not have the right to refuse treatment. I.E. a rhomotologist must treat any person diagnosed with rhomotoid arthritis that wants treatment. Those that do not should face long prison sentences for failing to render aid, a law that is already in affect.
