Place all people on "watch" by the CDC for Ebola, or other such diseases, on all No Fly and other No Admission lists managed by National Security. Make it impossible for them to board planes and public transit as much as possible instead of trusting them to do the right thing with threat of legal action. They should stay on these lists until cleared.
