Place all politicians in the state level and above on trial after their term ends.

Pass a law where each politician in the state level and above must be put on trial after his/her term ends. They must prove to a jury of 50 (one representative from each state, drawn by lottery) that they made a reasonable effort to improve the country. Those failing to convince a minimum of 26 of these 50 representatives of this will have the option of life imprisonment or self deportation. if they should choose life imprisonment, the funds to feed, clothe, and otherwise keep them alive shall come from the funds that would have otherwise been their salary each year for having held office. This will ensure that the tax payers pay no more for this individual than they already would have.
